Consolidation and codification of Welsh law

The Llywydd has written to us enclosing correspondence from you dated 12 December 2016 regarding the consolidation and codification of Welsh law, which includes the Welsh Government’s response to the report it commissioned from the Law Commission on the form and accessibility of Welsh law.

Codifying Welsh law would represent a significant, long-lasting change to the way in which Welsh law is presented and therefore merits thorough examination. Given its constitutional importance, we would like to be involved in this work and therefore welcome the emphasis you place in your correspondence on working collaboratively.

We are therefore intending to look at the codification of Welsh law in more detail, an issue that was not considered by our predecessor Committee.

As a first step, we would like to invite you to give evidence to us on your initial thinking around codification, as there are a number of issues that we believe need to be examined.

As a precursor to appearing before the Committee, we would welcome some more detailed information around your pilot programme for 2017.

In our session it is likely that we will also wish to explore potential timeframes, the challenges involved, the need for transitional arrangements and how codes would be maintained.

If you are content to attend, please could your office liaise with the Clerk to arrange a suitable date.
